 Yea, sure. I've always agreed Piccolo had enough power to destroy 17. There are a million and one scenarios in which he could have beaten 17, but if in the scenario that truly matters he couldn't do it, it's a bit redundant assuming 17 wouldn't have been able to beat Piccolo again if they were to have another battle.

If anything, 17 was the one who was too cocky to fight seriously in the beginning.

 It was one of the better fights of the series. I think eventually the green man runs out of gas. They were pretty evenly matched and I believe even the slightest drop in power would mean the end for Piccolo.

 I still think Piccolo expected to take 17 in short order and saved the hellzone grenade for 18 and 16. He would have been able to take out 17 with that if he had to.

Most people I've debated with on who would win in this fight say Piccolo because of Light Grenade. Not only was Piccolo running out of steam, but there's no guarantee he'd hit 17. Like others mentioned, 17 won't just stand there and let Piccolo charge it to full. That's stupid. In the given scenario we had, 17 most likely wins as Piccolo wouldn't be able to fight for too much longer.
